Solution
Have you reinstalled OS? I can tell you, that when you finish reinstalling of Win7, you still will have one of the adapters displayed with exclamation mark in device manager (code 10, device cannot start), but the drivers for videocards can be installed without any issues (i mean blank screen or bsod).
I will try today to install win10 x64 again to see if this is a OS issue or a faulty amd drivers issue.

Edit. I have successfully installed Win10 x64 and drivers on both videocards. They`re working in CF, no issues for me. So, i guess it was an OS issue for me.

PS Both times i used latest non-beta drivers downloaded from amd site. It was a 16.9.2 drivers from sept 22...
well multi gpu is very complicated thing. it doesn't help it when you think AMD already have to struggle with their financial burden. hence AMD pushing hard for DX12. because with DX12 they can lessen their driver team burden and multi gpu implementation is done entirely by game developer. ex nvidia engineer once mentioned that almost half of the driver team effort from both vendor is to make multi gpu to work on existing title. that shows how hard it is just to make multi gpu to work as intended even by the one that making the gpu itself.

Well renz496, i can agree with you on "multi gpu is very complicated thing". But for me it was a shocking thing to have such issue with driver installation, because all my previous crossfire setups didn`t have any problems (except well known microstuttering here and there) and lack of good crossfire optimization for some game titles. I was also very annoyed by this bug with drivers, because i use my pc not only for games, but for work too (i do 3d stuff in 3ds max and blender).
So, i`m very glad that issue was finally solved.
