From a performance perspective (stream processors, GFLOPS, pixel/texture fill rates, memory bandwidth, etc.), the RX 480 is better than the RX 470. But if the 480 is a little out of your budget, the RX 470 is a good, inexpensive alternative.

For the particular models you selected...it depends on the type of output you need. If you need more DisplayPort and/or HDMI ports, the RX 480 is the better choice (2 of each vs. 1 of each for the RX 470). If you need more DVI outputs, or specifically need DVI-I dual-link outputs, then the RX 470 is the better choice (2 DVI-I dual, vs. 1 DVI-D dual on the RX 480). However, that's probably a more secondary consideration than the actual card performance.
