Can I make a board, for example, RX 480 (and RX 580), work on a server system, for example, Server 2008 R2? It must be correctly defined in the device Manager.

It is not a supported OS. The installer doesn't work right, but if you look at the bottom of this thread -- https://community.amd.com/thread/133924 The user has gotten the drivers installed with manual installs.
