RX 480 has low fps on low/medium/high/ultra settings

So I have an RX 480 in my system and the games run very poorly. It's exhausting to have a high end graphics card and not be able to get the performance I should. Fortnite has around 20-50 fps on medium settings and even lower fps when I lower the settings.

Recently found out that at low settings the gpu usage is very low (20-40%) and fps is terrible. When I increase the video settings to medium, gpu goes to around 40 - 50% usage and fps is better but not how it should perform. Then turning it up to ultra and still same gpu usage as medium.

I checked a bunch of forums and youtube videos and still no luck.
Forums say that fx-8350 shouldnt bottleneck the rx 480.
Tried increasing the power limit in the gpu and nothing.
Tried reinstalling the drivers using DDU and nothing.
Tried taking out the gpu and plugging it back in, nothing.

Running out of ideas about what to do and what exactly the issue is.

That CPU should be operating at 4ghz, so the first thing I'd do is use a program like MSI Afterburner to check CPU clockspeeds while you run a game. It sounds to me like your CPU is not operating right, which is why changing videocard dependent settings isn't helping.
Thank you so much!! So I started to look on the cpu utilization and the clock speed on task manager. Turns out it was running on constant 1.36 GHz and not going any higher. Researched more about it and how to increase the clock speed. Turns out it was just a switch on my motherboard called Slow Mode. Checked the manual and the switch was up which means slow mode was enabled. Clicked it down and CPU running at that beautiful 4.0 GHz now. I must’ve turned it on when my first graphics card broke and forgot to change it back. Once again thank you and hope everyone who sees this gets something out of it! <3
