Rx 480 issue

Ok so I built a pc with an fx 6300 and a gt 1030 and a evga 400w N1 psu about a year ago. I decided it was time to upgrade so i bought a xfx rx 480 4 gb from ebay used for 112 dollars. I installed the new gpu, and it worked great! Until I launched a graphically intensive game. On games that are hard to run like black ops 4, or unigine heaven, my conputer randomely restarts itself. I'm not sure if this is a faulty gpu, or if it is because my psu does not have enough power...? It didnt do this with the gt 1030, just the rx 480. I would try a better psu but the 400w is all i have, and i dont want to buy a 600w and it just do the same thing. Anyone have any clue as to why this is happening?
 
Ok so I tried underclocking my rx 480 by 100mhz on core clock and 100 mhz on memory clock and it seems fine now. Only when its at stock frequency it crashes. Is it probably the psu?
