RX 480: low fps in all games

So I recently got out of an issue where my whole computer ran slowly, and my hard drive said it was constantly at 100% usage when it wasn't really doing anything.
But now that that's stopped, everything is running alright until it comes to playing games. All of my games are automatically set to maximum settings, and setting them to low settings does influence my fps which seems to stay low no matter what. And then my computer does odd things like it runs DOOM with maxed settings better than CSGO with minimum settings.
Yesterday I purchased Just Cause 3 and was going to play it when it gave me warning about my lack of RAM, which is what is leading me to believe that this might be the problem? But I just want to be sure before I invest another 100 bucks into RAM, when I've already recently bought the RX 480 and new PSU in the last 2 months
I could also consider my storage being the issue, as it is a hardrive and not an ssd.
I think the weirdest bit is is that things like csgo felt more responsive when I was using my geforce 750ti, which makes no sense to me.
My specs are:
GPU: RX 480 4GB
CPU: Intel i5-4590 @ 3.30GHz
PSU: Corsair RM750x 80 plus gold
Storage: toshiba 2TB
RAM: 8gb ddr3
Motherboard: asrock h81m-dgs (wont support ddr4 ram)

Ok well, for anyone who ends up on this thread: DO NOT USE THE MSI DRIVERS IF YOU HAVE THESE PROBLEMS.
After over a month of various problems with different components, after enough reinstallation of windows, and enough work, I finally downloaded the GPU drivers straight from AMD, rather than off the disk MSI supplies. Everything is pretty much working. Good luck.
RX 480 4GB is significantly less powerful than the 8GB version. It's a shame that AMD didn't make this knowledge more widely known, you're not the first person I've seen that's had this issue.

As for the motherboard, it's got four good VRMs so you should be good as long as you don't try to overclock the CPU. Not that that CPU supports overclocking anyway, you'd have to have a special BIOS to do that.

As for why it feels so slow, the high disk usage makes it sound like there are programs running in the background. Are you running Windows 10?
 


If there was a metric ton of programs running in the background, available RAM might be less than 4GB which is not enough for many newer games.
 


thats why I said he needs to go to task manager to see whats taking up his ram because nobody should be consuming 4 gb of ram just from starting up windows
 


If he's never cleaned up his startup objects, Windows along with programs automatically starting and continuing to run the background could easily consume more than 8GB.

@Jakefy, have you ever gone into the Startup tab of Task Manager and disabled all unnecessary startup objects? If not, I recommend doing it now. Disable everything except for Nvidia software and Windows Defender. If there are other programs that you need to run in the background at all times (like if you actually use the sync function of OneDrive), leave them enabled.

Note that disabling a startup object does not stop its respective program from working. Rather, it stops it from automatically loading at startup and continuing to run in the background until you either stop it using Task Manager or shut down the machine. The more programs running, the more RAM used. This is usually coupled by high CPU and disk usage when you're not really giving the PC a lot of work to do. Basically, the more programs running, the less responsive the machine will be. Cleaning up startup objects helps your machine to run faster and be more responsive.



I wasn't trying to say that the 4GB version is terrible, I was just saying that you can't expect the performance seen in the 8GB versions. The lack of the extra 4GB of VRAM is not the only difference between the models. The memory on the 4GB is also slower than that of the 8GB version. That said, I definitely agree that the graphics card is likely not the main issue.
 
Simple answer

You have something consuming your ram this isn't normal so I would recommend press CTRL + ALT + DEL to enter Task Manager and view what is eating all your ram could be considerably a virus or just a lot of programs running in your background make sure you do maintain your PC storage weekly and make sure to keep it clean clearing out Temporary Files and Duplicate Files is a good thing to do there a free programs that offer this I recommend Glary Utilities you can't do all the options but cleaning out the computer is one of them on this

Just make sure you ain't got a bitcoin mining virus or any sort of virus just go through task manager and if you don't know the name of a file being processed google it to see if it is bad or not
 


It should be noted that not all Google results should be trusted. When doing this sort of research, I usually trust a site called shouldiremoveit.com.
 
Ok sorry for the delay, been having a really busy week and for some strange reason these emails ended up in my spam. I appreciate all of your feedback. Genuinely means a lot, because I'm not sure I could fix this on my own.
As for the whole 4gb vs 8gb things, I'm not sure that there is a big difference. If you look at benchmarks of the two cards side by side they come pretty close, and in all the reviews I viewed they said the extra 4gb was like future proofing, but otherwise the 4gb is fine. Anyway I don't want to fight over that.
I'm not so sure about the whole virus thing because I completely reset my computer last week: and I mean a fresh install of windows. Like went into the settings, and did the reset (but granted with the option to keep personal files, but I trust that any form of virus couldn't be completely disguised as a personal file, and I trust that Windows would be able to tell). I also have never seen anything out of the ordinary.
Also, gotta say I found it cute how you guys told me how to get into task manager and how to monitor memory usage. Lol guys a completely rewired a new psu and put in a new gpu: I ain't an old grandpa figuring out what Google is.
Anyway, now that I have my sarcasm out of the way, I took some screenshots of my computer performance when I'm inside an easy to run game like rocket league (going to add them to the original question because I don't know what else to do). Everything in my eyes looked fine, until I looked at my memory. It has moments where it sky rocketed in failures, and I'm not sure what they are or if they are a cause for concern.
I also got a screenshot of WattMan GPU performace while I was playing rockewt league, and it's weird how activity kept on spiking, while the game stayed laggy the whole time.
I still can't get over the fact that I'm having issues where simple games are consistently running worse than my 750ti.

The RX 480 4GB has slightly lower speeds over the 8GB version which runs at 2000 Mhz. I agree that the difference isn't really drastic. It's about ~6-7 fps I think? Anyways, It's not something that can give you memory issues in the first place, so It's definitely not your issue I think.

You'd be suprised how many users don't know this though. So if the user him/herself doesn't specify what he/she did to try and fix it, then we have to start from the very bottom. We can't tell what's going on without looking into your system.

Could definitely be memory issues you're having. Have you ran the Windows Diagnostic tool to determine if your RAM is in healthy state?

I'm seeing your GPU usage all over the place. Did you fresh install graphics drivers when you installed the card? Did you do it again after you reset your PC? I know that last one seems counterintuitive, but not doing it can actually cause problems.
 


Yes. When I reset my pc IO completely reinstalled fresh drivers from the amd website
 


I actually didn't think to run that before, but I did and it found no issues. I also just added a screen shot of my gpu activity while a play for about an hour (in rocket league, slow not very demanding). The whole time it was laggy. So either it's a gpu issue or Watt Man is just having a hard time tracking the activity.
 
Ok well, I was just going to replace my rx 480 in case it was defective, but when I reinstalled my 750ti it started running worse than it was before I originally installed my rx480. So now I'm completely lost. I have no idea what's changed since then, and I don't really have the wallet to replace every component one by one until it works.

The driver was your issue? Weird though. At the same time I can't really believe I didn't ask which driver version you used either 😛
 
yes i just got my rx 480 from msi and installed with the msi disk and i tryed to play tom clancys the wildlands which just came out and i had around 16 fps no matter what setting and it wasnt just in this game others as well. I also see the gpu vram usage and it doesnt even seem like it takes up a 3rd of the card yet im practically not getting any. Do i uninstall the whole msi together and when i reinstall the files just get it from amd? Like screw msi dragon, msi gaming, the stream stuff, all of it? If so i will listen
