RX 480 Not Performing As Expected

Hello Everyone! I recently bought a new GPU which is Sapphire Nitro+ RX 480 8GB. I have a 19" LED having 1280x1024 native resolution. I was very excited after seeing videos on youtube that RX 480 8GB can run all latest games on ULTRA on 1080p so when i am gonna use it on 720p it will be much better. Now that I have tried Batman Arkham Knight, Far Cry 4 and Mafia 2.... I AM GETTING AROUND 50-60 FPS ONLY!!! :( Please help.

My rig:
Intel Xeon E3-1245 V3 @ 3.40 GHz
1PM87-MP Motherboard
8 GB RAM 1600 MHz
500 GB Seagate Barracuda 7200 RPM


ASK ME ANYTHING YOU WANT AND IF U WANT ANY SCREENSHOTS PLEASE FEEL FREE TO ASK. JUST HELP ME...I AM REALLY WORRIED

From what Ive seen on youtube recently, from reputable one which had issues with gpu's not going 100% in benchmark (staying 15% each in sli 1080ti's), he reinstalled windows and everything went back to normal.

I had a 1050ti and i completely removed its drivers with DDU and I also have latest rx480 drivers
 
Did the 1050ti run better or worse than what the 480 is?

rx 480 is just a little better... i am getting 5fps+
 
Ok, it should be better by far more than 5fps. I'm just wondering if your CPU is holding it back. I know the Xeon are a lot like the i7 with 4c/8t, but they are workstation CPUs and not really made for gaming. Ironically, the lower the resolution, the harder the CPU has to work as the graphics card is doing it so easy that the CPU just can't keep up.

What background programs are running, and can any be closed while gaming?

Arkham Knight doesnt run well on most systems, so probably not a good test game.

while driving around in the city i am getting 36fps average. No spikes only half of ram is in usage
 
If the gpu spikes constantly from 1%-99% (note msi cannot circle it to 100% cause of 99.99), that means that gpu is hitting something, most likley would be psu delivery, which connector does the gpu require?

Also to check my theory, download gpu-z, go to sensor tab, you should read bottom last 2 like pwr, or similar (should be lines in color).

You can click on graph max to change it to show all limits that gpu is hitting.

I have a corsair cx600
gpu requires 8pin connector
should i post a pic of sensor tab? (while gaming or not gaming?)
