RX 480 usage problem

Anyone has stutter problems with RX480 after installing newest update? I tried everything from changing PCI-E cable, fresh windows, fresh update... nothing fixed this! What can be the problem? The usage just goes to 0% for no reason.

Is there a videocard Bios update that maybe can solve this problem?
(I had to bios update my video card, so it wouldn't crash in game, bios is a program inside the card)
