I'm using both M.2 Nvme and Sata ssd at the same time
also done the ff things that i found on internet
- reseated gpu and cpu and other components
- updates all drivers and software including bios, chipset and Os

Before i was using rx580 and it also runs halves of pcie (x8 instead of x16) because I'm using nvme but then when i changed it to rx5500xt but when i checked it runs at x4 . if I'm correct should it run at x8?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Did you run DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, to manually install the latest GPU driver sourced from AMD's support site in an elevated command?
