Question RX 560 randomly spikes to 100% when idle and mouse stutters

Hi, I recently upgraded my GPU to RX 560 and I've been constantly getting mouse stutters when idle and I'm getting stutters in games. After switching from Intel to AMD CPU the issue stiil persists.

Things I tried:
Upgrading my system
Reinstalling GPU drivers
Updating BIOS and installing motherboard, chipset drivers
Installing a fresh OS (Windows 10)
Disabling Game DVR and Xbox Game Bar

PC Specs:
CPU: R3 1200
RAM: Kingston DDR4 8GB 3200MHz
MB: Asus Prime A320M-k
GPU: ASUS Rog Strix RX 560 4GB
PSU: Cooler Master RS500-PCAP-I3 500W

Hey, unfortunately that didn't work. I don't think that it's a mouse issue, but rather a GPU one.
I tried downloading older driver versions, that also didn't work.
I noticed that Desktop Window Manager & Client Server Runtime Process have high GPU usage, maybe that's the issue causing this.
 
For obvious reasons, recent drivers focus only on improvements for RDNA, and Polaris owners seem happiest with official 21.x drivers from two years ago. AMD have been removing features from the drivers for Polaris for years-- for example 17.10.1 from 6 years ago was the last one with working VP9 assist.

That said, the Amerinime 23.4.1 or 23.4.2 mod drivers seem to work just fine in games, and the installer is now a lot less sketchy than it used to be. Although now that official 23.4.3 WHQL is out it might get pushed to you via WindowsUpdate and break things.
