Question rx 560 upgrade on pc

Hello everyone , i dont know much about upgrading pcs so sorry about this post. I bought a ** pc 1 year ago without my knowledge and i would like to upgrade it . It was bought from a romanian site (btw i dont live in Romania) : https://altex.ro/sistem-it-myria-ga...on-r7-240-2gb-ddr3-linux/cpd/CLCMYRGAMEONV10/. I need to upgrade this but i dont know if i can. I would like to replace the motherboard with an MSI B250M BAZOOKA and an RX 560. My budget is tight ( 450/500$ ) and i they were pretty cheap right now , the rx 560 being about 150$ compared to 300$ and the MSI B250M is pretty good for me. I really dont know what to do. I think i need a new PSU. Would like to know if the MB is compatible with the RX 560.
Ill do the math for you just so you know what those RON things mean in english :
The Myria PC : 402$
The RX 560 : 161$
The MB : 94$
And would i would like to know if i can get a good proccessor out of this (Could go to 700$ since i have like 200$ in the bank too and i plan to sell my old parts for about 200$ too)
I dont plan to do intense gaming , just play games like FIFA and maybe make some videos since OBS RECORDS IN LIKE 10 FPS DUE TO MY CRAPPY GPU and since i cant record using ReLive , it would a good upgrade in my opinion.
Would need the PSU to be max 150$ if someone can find one.

P.S: would the i3 8350k be a good fit ? its in my budget and idk...

Alright no problem , do you know any motherboards that are max 250$ and support 8th gen? I can go for a ryzen , but would like to know if i can get at least 100 fps in csgo or at least be able to play fifa 18 in 30 fps.
Sorry if this is too high. Im used to playing in like 30-40 fps so idk much about this.
