I've got a new pc except for the psu, the AIO AND the case, I've got a gigabyte mobo ga-ab350-d3h AND a Athlon x4 950, yeah i know a 950 but when i bought it it was at $50 bucks and there wasn't a 200GE, So i was on a budget and i pick it because i Will buy a ryzen 3gen on the next year, and the ram Is a Corsair vengance LPX 8gb (1x8) at 3000mhz, i Will buy another module for 16gb the next year tho. The problem Is here, i mount everything, o yeah i have 2 HDD 300gb and a SSD of 120gb, with the Windows 10 deactivated (because ir says i need to buy it again if i change my pc), ok, i open Battlefield V on lowest setting possibles AND with the MSI afterburner on, for my surprise it says what my graphicscard it's running at 16% of usage, i was like confused because I've getting like 25-35fps and i was on the lowest settings! I put it on high and it was running at the dame framerate. I got scaried and start searching on internet, i found a lot of things and I've doing a lot of things. I read online what i can only see the real percentage at the GPU usage and it says un btfv what it was running at 100% sometimes got downrates but it was like betwenn 70-100% but the framerates were the same... Running unheaven benchmark with the MSI afterburner monitoring the GPU load was on 100% all the time, it's weird, wasn't a bug? I think not. I need help, i even unninstalled the drivers and installed a previus versión and nothing.... Need help

Solution

Battlefield tends to be quite demanding on the CPU, especially in multiplayer, so the X4 950 is likely limiting performance. Lowering graphics options reduces load on the graphics card, but typically doesn't affect CPU load much. So, you won't likely gain much performance by lowering graphics settings, and by doing so, your graphics card will just be sitting around waiting for the CPU to do its processing each frame, hence the low utilization.

In a graphics benchmark like Heaven, there...

In a graphics benchmark like Heaven, there is very little load on the CPU, so in that case the RX 570 should be allowed to run at about full performance, so you see utilization near 100%, as the card doesn't have to wait for the CPU, allowing it to run at full speed.

You would have probably been better off skipping the liquid cooler and spending more for a Ryzen CPU, as the Athlon X4 is still based on AMD's older architecture. Upgrading to a Ryzen processor would probably be a good idea. If you are waiting for 3rd-gen Ryzen, hopefully they won't take too long to come out.

Solution
Yeah i know, the AIO i bought it 2 years ago back then when i had a c2q 6700. But ist justo un btfv, in rsinbow six siege and un fortnite tho, i download gpuz AND it says on the GPU load what it's very unstable, it rize up to 100% and then go back ti 0% or 4%. Im going to oc this x4 but i need first Update the BIOS AND i Will do it tomorrow and i Will post results. Btw i unninstalled drivers and reinstalled it and nothing..
