So i just noticed it recently that my gpu is only running at x2 speed but it doesn't seem to affect some of my games

Games that are smooth:
Gta V online( very high) stable 60 fps

Games that are not smooth:
Cod Warzone( 1080p everything low)literally unplayable because every 5 sec theres a stutter even it's at mid 60s fps
days gone (1080p high preset) 60fps but when on camp or any place with a lot of buildings it starts to stutter)

And its currently on my second pcie slot because when i put it on the top one, its not detected (first Pcie slot is not broken, tried it with another gpu and it runs at 16x speed)
when i check my rx 570 on hwinfo it says this (PCIe v3.0 x16 (8.0 GT/s) @ x2 (2.5 GT/s) idle (PCIe v3.0 x16 (8.0 GT/s) @ x2 (8.0 GT/s) Under load, the link speed doesnt change

Is there anything i can do ?
Things i tried:
Reset bios
Change link speed to gen 3
ressiting the gpu
Puting the gpu to the third slot

Solution
Sounds like the slot shares bandwidth with something else on the board.

We'd need to know all the specific hardware you have installed. Also the specific ports or slots they are occupying. For instance M.2 slot (M2_1), PCIe x4_1, SATA 0, &c. These are commonly labeled on the motherboard or at least labeled in the manual. Then the manual for the motherboard can be used to find out what can steal lanes from that PCIe slot.

Then once the identified shared slot/port is identified. The other device will need to be moved to another slot/port or removed.

Have you tried, uninstalling reinstalling drivers for gpu? Also try running scannow to check win files. You can try cleaning the pci notch on the gpu but be gentle. It sounds like it may be the gpu having a problem if other gpu is running at x16. You can check to see if the gpu has a bios update available, but if you are not tech savvy I would not recommend this.

PCIe x16_1 and PCIe x16_2 are shared with each other in x8/x8 mode. Your card should be getting x8 speed in the second PCIe x16 slot (only the first can get x16 speed). Have you tried updating your BIOS? I know those cards have difficulty with older computers. Although it's usually a UEFI vs legacy BIOS (note: not legacy mode in UEFI) issue and yours should be using UEFI.
