Depending on your silicon lottery, you may achieve 1050mV as i did on my RX 480 you may achieve 1100mV.

You won't lose performance unless you decrease the clock speed. Just start lowering the voltage for the highest P state in 5-10 mV increments while running a GPU benchmark/stress test. When it becomes unstable, raise it back to the last stable voltage.
