Question RX 5700 is having good performance, but random stuttering

I just built the pc about a week ago and the temps are all fine. Everything is normal, but my RX 5700 has random stuttering when being used.
My specs:
MSI B450 Tomahawk Max
Ryzen 5 3600
MSI MECH OC RX 5700
G-Skill Ripjaws DDR4 3600
Corsair CX650M

Let's start with the basics:

Is RAM installed in slots a2-b2? Running @ 3600mhz?

What are temps. under load?

Latest drivers for chipset, GPU etc.?

Latest BIOS?
Ram is installed in slots A2-B2 at 3600MHZ
Temps under load are ranging from 65-75 C
I'm running the latest drivers for the chipset and GPU, but not for the BIOS. I feel like if I update the BIOS I'll cause problems since it already works. But after all this I feel like my GPU should be performing better since I have seen benchmarks with my current CPU and GPU and its not giving all of the performance it can give.
