Question Rx 580 8gb No Display Fan Spinning

I bought new graphic card RX 580 Saphire Pulse for my pc and it's just not display, but the fan is spinning.
And I try to use other GPU its work fine.
My PC specification:
- CPU: i5 10400f
- PSU: Corsair VS550 80+ 550w
- RAM: 1x16 GB HyperX Fury ddr4
- Motherboard: H510 Kaizen

I try to plug it on other PC its work well.
My other PC Specification:
-CPU: Intel xeon X5670
-PSU: Enermax maxpro 700w
-RAM: 6x24 GB ddr3
-Motherboard: Asus P6T Deluxe

I just curious why this RX 580 no display on my main PC

I just curious why this RX 580 no display on my main PC

PSU is quite weak and old if it's the vs 550w I remember I'd replace it.

If it's working on the other system then it's either a bad motherboard PCI slot or PSU can't handle the power draw.
