Hello, I am planning on doing a budget build and use a sapphire rx 580 (8gb). I know or heard the drivers are not supported as of current if that is correct? If I go to AMD's website under the 580 support page, it looks like they are recommending the newest drivers (24.3...) I've read to only use 23.11.1 or lower. Also, I plan on selling the PC after I build it. So if I get 23.11.1, with adrenalin software - will it stay at the driver? What if the user updates it via adrenalin because it says there is a newer one? Will Windows try to auto-update to a newer one than 23.11.1? Please advise the best thing to do?

Just be sure to use DDU before installing the Adrenalin package. I agree with COLGeek that you should just use the driver that AMD recommends. If there's a problem with them, then you can consider the 23.11.1 package.

Where did you read that you should only use 23.11.1 or older?

Just from a bunch of different reddit posts from a few different reddits, people saying theirs crashed once they got to 24. I wont need DDU, I am installing on a brand new M.2 unopened and never used.

There's value in that, but take what you read on reddit with a grain of salt because there's no shortage of people there who have no idea what they're doing.

You're right, a new Windows installation won't need DDU but if there's crashing from the newest driver package, you will need it to roll back to the 23.11.1 package. I use DDU not only for initial installation but also for driver updates as well. It's just good practice to ensure that nothing goes wrong whether the card is Radeon, GeForce or ARC.
