Question RX 580 fan issue

Hey, I just bought an RX 580 from sapphire and i have noticed that one of the fans is allways spinning at a high speed causing a lot of noice.
I did run the fan health check with the sapphire trixx software which told me that the "fan health ok".
Is there anyway i can fix this?

That is an issue for sure , I own three and mine don't spin till around 58-60c. is reached.
