Question rx 580 hdmi port trouble

Hey, i have this rx 580 in my i5 2400 cpu and when ever i plug my hdmi cord into the gpu it gives zero signal to my monitor and my keyboard and mouse dont even light up. Yes it is installed properly and the fans spin

Fans spinning dont indicate anything. Can you test the 580 in another system?
