I recently upgraded to an RX 580 and it runs well in game but there is a serious issue with it when outside of games, especially if I am watching a video or a stream. There would be random flickers that sometimes happen every few seconds or sometimes wouldn't happen for hours but it still will come back. I notice that flickers happen when the GPU/VRAM clocks change when I have overdrive open for monitoring.
The card is stock and I have the latest driver with a clean install with DDU. I have tried to give the vram more voltage. I have tried different display ports on the card. I have tried to reseat the card and replug the power cables. Nothing seems to have worked. Wondering if I need to do an RMA for it.

This did not happen when I had my old card which was a R7 360.

Ryzen 7 1700x at stock speeds
MSI tomohawk b350 mobo on beta 1.64 bios
2x8 GB GSkill Ripjaw V DDR4 running at 2966mhz
Powercolor Red Dragon RX 580 4GB at stock speeds
SeaSonic G Series SSR-550RM 550W PSU
Windows 10 Pro
