Question Rx 6600 coil whine(?) problem

I've had this gpu for almost exactly a year and it always did an extremely quiet bit of what i assumed was coil whine when playing heavy load games but in the past few months the sound has been happening even when playing smaller games and sometimes (like right now) happening from the moment i turn on my pc and scroll down websites(especially twitter). The sound gets way more prominent and louder when opening amd adrenaline while on any game or place where the coil whine happens.
I've looked up EVERYWHERE and i havent been able to find a similar case to mine which is,while I understand that coil whine does not harm my pc (i have not really had my pc crash ever or to my knowledge any fps problems etc) the amd adrenaline metrics show my rpm going up by a few hundreds while the sound is louder(example from 900 slowly to 1100 or so,after turning on the performance overlay which makes the sound louder, and then going back down) and gpu temps rising by a few single digits too. i updated to the newest amd drivers yesterday (without turning off my pc after) and the louder whine,at least on websites has went back to normal.( aka its mostly quiet at the start and after having my pc on for a while/playing games it will eventually start happening while on twitter etc). I restarted my pc today after the sound started even while scrolling through twitter and it was gone again,coming back after 2-3 hours(probably because i opened a game i guess??)
One thing i've noticed is that even when my gpu is seemingly making 0 noise,when I click on the Record & Stream tab in adrenaline it always makes a whine for a second or so.
Sorry if i posted this in the wrong spot and for grammar mistakes etc but im completely lost,cannot find anyone with the same problem.

Are your gpu fans/radiator (internal parts) clean along with your motherboard? Have you been monitoring the temps on your gpu? You could also try using a new video cable. Check to make sure your refresh rate is correct for your monitor. Is your Adrenaline driver up to date?
They are a little bit dusty but not too much,i was gonna clean my pc around the end of the month,its been dustier in the past and I never noticed what has been happening during that time.
Yeah I built this pc a year ago,first pc i've built, and ive been super paranoid about temps n stuff so i check em multiple times a day so I know what my usual temps are in certain games. Dont have another video cable at hand.This happened before on my older monitor (60hz) and this current one (180hz but i set it to 144hz).I updated adrenaline literally yesterday.

Even right now im in a game,i turn on metrics overlay, the sound starts and i see my rpm slowly rise from 900ish to 1150 and then fall back down and my Gpu temps going from 43~ to 44->45->46(but very slowly).

Does the coil whine increase in volume when using 180hz refresh rate? You can try setting a frame limit on games to see if it helps with the noise. Other than that coil whine is unfortunately part of the fabric of having high performance gpu's.
Sound is pretty much the same at every hz once it starts, i've tried and 60/120/144fps. I wouldnt mind the noise ( for the most part) if it werent for the seemingly slowly increasing gpu temps ,maybe its something to do with amd adrenaline but again, cannot find anything online similar to this.
edit: another thing i noticed right now is that when i open amd adrenaline / the metrics overlay (which is what increases the sound and slowly raises the temps/rpm) while having task manager open, i looked at the 3d graph
and the dips are me having the overlay open and when it goes back up its when its closed while im still ingame,i dont know if this has anything to do with it but idk.
