Question RX 6600 , low gpu usage?

I just bought an rx 6600 , just installed it and played csgo/lol/ark survival evolved , in all of the games I did not have 99% gpu usage and even tried to max out settings in ark survival evolved to get the gpu to work more and in league of legends with max settings I only had 90~ fps.The gpu usage is at 40~ or something. I have an i3 6098p with 12 gb of ram , ready to provide more information

I just went through the furmark 1080p fhd benchmark and the gpu usage did end up at around 95% but the performance in games still is not what I'd expect ,is the bottleneck that great that I do not end up getting 144 fps in league of legends with max settings?

Yup, that i3 6098p bottlenecks the 6600 a lot. Furmark has higher GPU usage because it's a very graphically intensive benchmark with really low CPU usage, hence your i3 doesn't have to work as much.
