i have rx 6600 swift and 16 gb of ram and i5-11400f 2.60ghz and its using about 30 to 45% on apex but if i go on fortnite it using 70-100 of gpu usage on dx12 can some one help me?

cpu is the same as the gpu like 30 or 40 and idk about the ram or ssd

Monitor CPU usage with the Resource Monitor found within the Task Manager, under the Performance tab, at the bottom of the window. It has a little red gauge on the left of the blue link. Open the CPU tab in Resource Monitor and view the usage per logical core. The single percentage given in most other monitors is the average across all cores and cannot be reliably used to find a CPU bottleneck. Most games rely on a few cores, one of which will be running a "master thread". If this core (or any others) is at all tapping at 100% you will see hitches, stuttering, or reduced GPU utilization in general. Hope this was helpful.

(There are other, better ways to monitor CPU use this granularly, but Performance Monitor is part of Win10 and easy to find and use.)

i have idk if its cpu bottle neck or what ever its called

you shouldnt be not cpu bottlenecked.. i had a 1080ti for 5 years, and just recently sold it, it was running with my 3800x which i still have, and a 1080ti slightly faster than a 6600xt.. very very slightly.. my gpu was always maxed out at 99% but that was at 1440p.. Youre cpu is also way faster than my 3800x. what resolution do you game at ? 1080p is more cpu dependant than 1440p
