My budget is 380 dollars i have to go for used card to get better value
I have faced three cards
RTX 3080 MSI SUPRIM X (Max Temp 71)
RX 6800 XT ASROCK Taichi X (Max Temp 66)
RX 6800 XT Saphhire Nitro Plus Special Edition (Max Temp 70)
Three of them are in a very good condition
Which of them is best to get? I am confused because each one has its own advantages over the other(RTX vs RX)
My Specs:
Processor: Intel I5 11400
Motherboard: Gigabyte b560m h
Ram: 2x8GB 3200MHz
PSU: Bitfinx Formula 650w Gold
I know the psu is not the highest but i was have the RTX 3070 TI and worked perfectly on it
i will play at 1440p i hope it will not be a bottleneck

Locked i5 means your total system draw isn't that high, so you should be alright.

I would probably take one of the 6800XT today. The higher VRAM will come in handy for newer games.

If you were really interested in the somewhat limited ray-tracing, the 3080.

I think the new 9060xt 16gb is rumored to start at $350 so maybe that is a new option to look at. The issue with the the 3080 is the vram. 6800 though has 16gb vram, however the 3080, correct me if I’m wrong, I think now has dlss 4 and I think you can use AMD frame generation with it. Do that might be worth considering.

The 6800xt would be my choice. The sapphire nitro+ is usually one of the best cards any aib partner makes so I’d pick that.

3080 can do a bit of raytracing and it can do dlss but it has too little VRAM and Nvidia drivers are a mess and NVidia isn’t in any hurry to fix them.

9060xt will be better at raytracing than the 6800xt (probably still not fast enough to actually use RT) but I doubt it will be better in rasterization.
