RX480 Install Issues

I've recently purchased a Gigabyte RX480 Windforce 8GB (GV-RX480WF2-8GD) card that I can't seem to get installed. My system components are as follows.

CPU: i5 4460
Motherboard: As-Rock B85 Anniversary
RAM: 2x4GB G-Skill Ares Series 1866
PSU: XFX TS Series 550 Watt

The GPU is installed correct as far as I can tell. The LEDs don't light however and the fans won't spin up. When I try to install the drivers neither the latest drivers from the AMD website or the drivers supplied on the disc will install. I get the same error saying that it can't detect any AMD hardware.

I am running Windows 10 and it is full updated. In addition, I installed the latest drivers for the motherboard. And previous to this I was just using the onboard graphics so I don't have NVIDIA drivers installed or anything like that.

Any ideas about what else I can do would be great as I can't seem to get anywhere with this. Thanks for any thoughts or ideas you all have!
