So im looking for a new gpu and the only options i have besides a gtx 1660 super are: Asus tuf RX5600XT EVO EDITION - 550dollars or gigabyte gtx 1070ti windforce(2fan version, no backplate) - 450dollars
So which one is better?

P. S: i could also get a gigabyte gtx 1080 turbo(cheapest 1080 with really loud single fan and bad termals) for 540dollars but ive excluded that because i dont want my performance to be limited by temps or have a obnoxiously loud gpu

Performance wise the 1070 Ti and RX5600XT are very close.
I've seen benchmarks where the 1070 Ti edges out the RX5600XT and vice versa.
If you google the benchmarks I expect you will see the same.
The GTX 1080 is also close to these two.

For instance....here....the 1070 Ti is slightly better.

https://www.videocardbenchmark.net/gpu.php?gpu=GeForce+GTX+1070+Ti&id=3842
and here the 5600 is slightly better...

So then which is better value wise? Does a gtx bring better nvidia optimisation rather than amds rx? My friends told me to get the gtx 1070ti since games are always better nvidia optimized

Given the current market, I am shocked that there is a new unopened old card, of any kind, out there. This is a review of that particular 5600xt. Given the performance difference is small, and said 1070ti is new, I would lean more towards the 1070ti. Be certain your PSU is good quality, and sufficient wattage to handle either, though.

So yes my psu is a corsair rm650x 80+ gold and if it werent good enough id just buy a new unit but ik its good enough, and thr 1070ti im basically buying it from a guy from a website which is basically amazon but for my country and he says its sealed with gigabyte factory seal and im allowed to check the package before paying here to make sure so seems safe enough i think
