Question RX5700 XT Low usage

When im playing Borderlands Pre Sequel, i get 300 frames completely fine for a minute, then my frames go down to 15 the second i get in a fight! GPU usage goes down to 1-15%. I upgraded from a 1060 3gb and have seen almost no improvement in any games, and in csgo i went from 240 fps to 140! Please help!

Specs: Ryzen 5 2600 3.8ghz

Rx 5700 XT

Corsair Vengeance LPX C16 3200mhz (8gb)

CPU load? Temp, for both CPU and GPU? Errors in the device manager? DDU the old Nvidia drivers?

Cpu load was about 15%, Temps only got up to 55-65c. GPU temps never go above 55c
Ive completely wiped all drivers with ddu three times with no gain. I dont think there are any problems with device manager.
