Just make sure your PSU is sufficient to power the GPU and don't worry about it.

That's a garbage group regulated PSU with terrible voltage regulation. It's closer to a 500w unit than 600w. So no, it's not recommanded to use this thing with any GPU that requires additional power.It's a TR2
I can't find a dateThat is a poor quality PSU and I would not recommend its use. If you look on its label, there might even be a manufacturing date on it. If so, how old is it?

AlrightThere is no functional difference between a 600w and 650w PSU. Your system will only draw the amount of power it needs. The vast majority of available 600w PSUs are no better than what you have now.
