Question RX6800xt Fans/Leds not working correctly

I just installed an rx6800xt (XFX Speedster MERC319 model) on a new system and upon starting it up, I noticed the leds and fans wouldn't turn on, but I got a display. I managed to download the newest drivers just in case, but it didn't make a difference. I also verified that the GPU was pushed into the pci slot all the way and it's as far in as it can go with it also being secured by the screws on the outside. I decided to try and wiggle it a bit with it still being powered on and I noticed the fans and/or leds would kind of work. I say kind of because the fans would spin slow and the leds would be dim and sometimes flicker. The fans might not come on at all when the leds do and vice versa.

How can I tell whether the GPU is defective or if it's the slot in the motherboard? Is there a way I can test either one to tell which is the culprit? Keep in mind, I have a display the entire time.

No worries!. The contacts on the GPU had a plastic cover, but it was a hard plastic, not the sticker type so it was obvious to spot. The motherboard definitely did not have a cover (plastic type), but I'll double check in case it had one of those clear sticker covers. The display does work though, so it seems it's making a good enough connection for that to work. If anything, I'll try to see if there are any repair shops in the area that will be willing to do a bench test on it. I'd hate to return the card to end up having it be something else.

Funnily enough, I ended up buying a rise cable just to eliminate the possibility that the GPU wasn't seated all the way in the slot. Sadly it did not resolve the problem. I traced it to an issue related the area around the power connectors. I would wiggle them around and I noticed the fan and leds would flicker. I'm thinking it could be a bad solder joint possibly. I ended up returning it since it was an amazon purchase but I regret not rma'ing it due to the price I got it at. Oh well =\
