Ryzen 1300X and CrossFire 280X

It would work fine with that pair but your bigger issue would be gaming, if that's your main use as SLI/CF drivers support is pretty poor nowadays. Depending on the game you could experience a few different things...

-Better performance then single GPU.
-Same performance then single GPU.
-Worse performance then single GPU.

With the less support your more then likely going to see the last two things most commonly. You'd be better off buying the single better GPU over two weaker ones.

Solution
If you haven't already, I would do some research into the games you hope to play. Check to see if there is Crossfire compatibility, what % scaling you'll get, if there are any known issues (stuttering etc.). Also make sure you have enough RAM and a PSU that can cope. Crossfire is more demanding on both of these aspects.

I got the second 280X a year ago for 80$ and used it for mining but now its not worth it anymore so I use now it for gaming.
If I sell both 280X, can I get something with similar performance with the same price?
 
In Canada the 580 costs 400$CA with taxes. I can only get about 200$CA if I sell both 280X on kijiji.
I play at 1080p CS:GO, Quake champions, Combat Arms, Assassins Creed series, FIFA18 and Battlefield series.

I don't notice any lag.

So the CPU 1300X 3900MHz will not bottleneck?
