ryzen 1600x and gtx 1080 low usage

System Specs:
Ryzen 1600x Stock settings
Crosshair vi hero- running latest bios
16gb corsair lpx running at 3200mhz
h100i v2- idle 20c Load 35c
Asus Strix Gtx 1080
Evga G2 650W

When i am playing cs go my cpu usage is 18% and Gpu is 23% but my FPS is over 100. Is this normal or is something not right? I have downloaded the chipset from AMD Ryzen website, it is on Ryzen balanced.

100 FPS is over 60, what is your issue here? (unless your monitor is over 60hz)

I am not sure what you mean..I am using a 1920x1080p 60hz for now but isnt the usage supposed to be high?

The usage wont be high if the game is easy to run, if the FPS is over 60 and your monitor is 60hz then there shouldn't be a problem.
