Ryzen 1600X Microstutter & Lag

Hello, and thank you for your time. I have searched the forums and haven't found a solution so I figured I'd ask away.

I currently just upgraded to a Ryzen platform.

My Specs:

Ryzen 1600X @ 4.1 (under load 76c)
MSI Tomahawk B350
Corsair Vengeance LPX @ 2800Mhz
GTX 1070 Founders Edition @ stock
Corsair 750TX P/S

I have the latest bios installed from MSI. I have downclocked my settings, changed to Ryzen Power Plan, tweaked wit nvidia settings and I cannot get it to stop. It doesn't happen in ALL games, but for battlefield 1 I'll dip from 100 to 50 when ADS and it's really bugging me. I hooked up my old rig i5 6600k h170 gaming 3 mobo and it works just fine so I know it's not the card or ps.

Could it maybe be a corrupt version of windows?

I have also made sure drivers are up to date have even uninstalled and rolled back drivers and nothing seems to work.

what do you guys mean by clean install?

1. Wipe the Hard drive clean of all data

2. Install on a clean (empty) storage device (SSD or HD)

Yes, W10 screwed up some of my drivers on my Ryzen build after I initially installed them on a fresh install (particularly my sound and network drivers). Rather annoying.

Did you just say you had problems with sound after installation? Because I had them too. Can you describe those problems?

Stuttering with network traffic. Any time you streamed Spotify, video, anything and it hit the network card. Incredibly freaking annoying.

Forced the motherboard drivers on it again and disabled port scanning in my antivirus and it stopped.
