Ryzen 2200g Throttling?

Specs:
CPU: AMD Ryzen 2200g 3.50Ghz (stock)
COOLER: Stock Wraith Cooler
RAM: Kingston Predator DDR4 8GB (1x8) Single-Channel 3066Mhz
MOBO: Asrock b350m Pro4 Bios: P4.70
PSU: EVGA 500W W1
Windows 10 Pro x64

I just built this system and when i open HWiNFO to check the CPU i see that the multiplier ratio (in all cores) goes from x16 to x35.50 meaning from around ~2.2 Ghz to max 3.5Ghz.
Is this normal? Is there any way to have a fixed multiplier at x35.5 = 3.5Ghz constantly? Is it safe?

This is normal and expected behavior. There are ways to "set" the processor to full speed always, but as far as I know, none of them work anymore.

The multiplier varies with the load, and if the load is low enough, it drops down to conserve power. It will jump back up when there's need.

This is safe, and it will be fine.
