I have the Ryzen 7 2700x . now im using Ryzen master just for clock readings, nothing more . now, is it normal for 1 core here in there ( or even 2 sometimes ) to fluctuate from wat the other cores would read. example : 4.0 ghz ?

Yes and the reality is unless you are putting a real load on the processor, watching those clock rate fluctuations are useless. But if a task only needs 1 or 2 cores, its only going to push 2 of them to their turbo frequencies.
