I am going to build a new pc under tight budget for basic computing + little bit of video editing in Filmora software + adobe Photoshop.

My specs are:-
*Ryzen 3 2200G
*Gigabyte a32 motherboard or Asus prime a32 motherboard.
* Ddr4 4gbx2 3000mhz Ram

Or

*i3 8100
*Gigabyte h110m motherboard
*Zotac gtx 1030 2gb graphics card
*Ddr4 4gbx2 3000mhz ram

Which one will be enough for my requirements i mean smooth video rendering??

Both CPUs are very similar in terms of raw power (computing / video editing). But AMD system will cost you significantly less - you don't have to pay for a GPU ($80) and $30 more for the CPU. Also, you will have an upgrade path until 2020 with that AM4 platform, if you decide to get a more powerful Ryzen in the future.

As a sidenote, 8100 won't work with H110 motherboard. You need at least H310 for that.

Since the price difference between AMD and Intel system is significant, you could use the saved money to get Ryzen 2400G instead - it also has 4 cores, but with hyperthreading, meaning it can execute 8 threads at the same time. This makes it a lot faster than both 2200G and 8100 for video editing/rendering. Costs only $50 more than 2200G. Also has an integrated GPU, and this one is basically fast almost as Nvidia 1030.
