CPU: Ryzen 3 2200g with Vega 8
RAM: Hynix DDR4 8Gb 2400Mhz
PSU: 600 Watt.

I will say at once that all the possible drivers have been installed and re-installed, all the latest versions (Chipset, IGPU, USB, Net Framework and Visual C ++ 2015, Windows 1703, Windows 1709, Windows 1709 with the latest updates, BIOS etc).
There are a some problems
- artifact near the mouse cursor (https://drive.google.com/file/d/11CvbbEP0fzWh2YXNBXFho8ZhFm0HgFSg/view?usp=sharing). Appears everywhere, on the desktop, browser, games (in games the strip is much longer).
The artifact appears immediately after the installation of the graphics driver. An interesting point, if you put the cursor in the settings system and remove the shadow, then the strip disappears, but still remains in the games.
- Screen flicker. Sometimes the image can blink quickly into gray, sometimes a gray screen hangs, the PC continues to work, because sounds are heard. This problem is only in games.
- Very weak FPS. Yes, I have one channel memory of 2400, but the fact that I have with FPS is absolutely horrible. For compare, I connect my old GT 640 (office plug) and it shows FPS by 30-40% more than Vega 8 in any game, here is the compare video:

The GT 640 is much worse than the built-in 2200g video, but it outperforms it at times.
Please note that the screen resolution is only 1280x1024!
Also, to test the performance, a 3dMark test was performed, where only ~ 700 points were scored, while the others had ~ 2800 points.
In the process of troubleshooting the problem was done:
- replaced PSU
- Checked RAM by memtest86
- Various BIOS settings including those related to overclocking have been tried.
- Two different mouses are connected to different USB ports.
I expect from you any advice in troubleshooting.
