So the Ryzen 3000 series is releasing around jan 15th or something at CES. Now im a really big noob when it comes to this and im looking to upgrade my horrible fx 4300 processor to a ryzen 5 1600 along with new mobo and ram. (This being paired with a gtx 1060), After the new ryzen release (if it even happens), would the prices of previous gens indefinitely go down, (if so how much, when?) Sorry if that was a dumb question.

Solution
CES is from 1/8/19 to 1/11/19, see what AMD has to say about there new products and go from there. If it's going to be a few months before the 3rd gen is released and you need something now then get a good B450 motherboard, 8 or 16gb (preferably/ dual channel) of memory and find a R5 1600 used for now for cheap then when 3rd gen is released grab the new CPU and sell the 1600 if the performance upgrade is worth it.

ah so sorry bro i didnt know you were US. I read that date as somewhere later in the year like Nov or something. Anyway yeh thanks i'll definitely take a look at the used market

I'd go used on the 1600 but new on the MB/RAM. The Asus Strix B450-F is a nice board, BIOS is easy to navigate and DOCP (ASUS version of XMP works well). If you get the board and a dual channel kit 2x8gb memory just be sure to place them in the A2/B2 slots for DOCP to work correctly.

For sure bro thanks. Although I'm really new to this stuff could you explain what that last part means? ( sorry) about the A2/B2 slots?

A2/B2 is just the memory slots 2 and 4.
