Question Ryzen 3600 won't go over 3.6ghz

Summary of issue: New Ryzen 3600 won't get over 3.6ghz without black screen and restarting. 3.575 GHz is fine but >/= 3.6 is a crash every time. I've tried other ram, updated all the drivers that I could find, CMOS clear then "load optimized defaults", all result in crashing still. Only keeping the CPU below 3.6 GHz prevents crashes. It is not overheating

Motherboard: GIGABYTE B550i Pro AX (F2a BIOS)

CPU: Ryzen 5 3600

GPU: MSI Gaming X 1660 Super

PSU: Corsair SF450

RAM: Gskill 3000Mhz

OS: Windows 10 (19041.388)

The cpu is probably [language]up , if you have warranty, exchange it for a new one.
