Question Ryzen 3700X High temp, high idle temp, underperfrom,

In july 2019 i bought a Ryzen 7 3700X, after waiting for AMD to address ramp issues, voltage issues, and clock speed issues.

I notice none have been fixed. It never reaches the advertised turbo speed of 4.4 GHz anyway.

There a feature to disable to restore the performance?

According to Hardware Unboxed, it sounds like some motherboards may currently not boost quite as high as others, though the differences are quite minor, and unlikely to noticeably affect performance in practice...

But they gotta hit the clock speed as advertised, idle temperature too high lately and performance does not seem right in the stated specification...i even fresh installed in a new NVME SSD drive.
