Ryzen 5 1600X POST and OC issues

I have a ryzen 5 1600x system and before i got a new case, i had a stable 4ghz OC at 1.4v. However now, whenever i turn it on it takes 2-3 tries for it to post, even on stock settings, and i cannot overclock at all, as it will not post at all. Furthermore, i noticed in HWmonitor that my cpu will occasionally spike to 1.46v. I have talked to gigabyte but to no avail. What is the issue?
CPU: Ryzen 5 1600x
Cooler: Masterliquid Lite 120
Motherboard: Gigabyte AB350M-Gamimg 3
GPU: Asus ROG Strix GTX1070
PSU: Coolermaster Masterwatt Lite 600

Make sure you're on the latest BIOS for your motherboard. I wouldn't trust that PSU with anything in my life...it's not a reliable unit. What was your prior case and what is the case you're on now?

As Lutfij alluded to, any PSU with the word "Lite" in it's name is questionable at best.

I am going to purchase a new EVGA 650GQ and a Corsair H100X due to your concerns, and i will attempt to fix it. Also, i had a thermaltake versa h15, but now have a coolermaster masterbox 3.1
