The 4-pin header is enough for over 100W, no problem there with a 65W CPU. EPS12 is only a concern for the highest-powered desktop CPUs and aggressive OCs pushing well over 100W through the socket.
One more question my motherboard has 8 pin where should i put the 4 pins on the right or the left of the motherboard?

The connector is keyed and will only fit one way: two pins on the cable have a square key around them, the other two have a tented side, match those with the motherboard.
Looks like you have very good information sorry I’m asking to many questions but can i buy 4 pin to 8 pin and overclock the cpu or it will be a problem?

The rule of thumb for adapters and extensions is to never use them unless absolutely necessary. Using adapters won't magically increase the 4-pin connector and cable's rating but does introduce multiple additional potential points of failure.
