When I turn on my PC the temp of the CPU settles at high 50s/low 60s C. If I then run a program like a game or even YouTube the temp spikes to high 80s/low 90s C. If I then close every program , allow the temp to drop to low 70s C and restart all returns to what it should be (Mid 60s normal use, low 70s most games and high 70s to mid 80s in high use games like Elden Ring). The temps drop back to low to mid 60s when I close the games. This only happens on cold start ups and even low use programs highly spikes the CPU. I am running with an RTX 2070 and a good quality EVGA 80 plus Gold PSU. Could anyone please tell me why this is happening and how to solve it?
Thanks

The standard Ryzen cooler. It has been fine upto recently as I have no reason to OC. Thanks

I would consider a better cooler regardless. Lower temps can equal higher boost clocks, and less noise. It doesn't need to be an expensive one either.

I have a qualty cooler on my old PC sitting idle attached to a Haswell I5 but I am not sure it will fit. I am considering upgrading to a R5 3600x which are cheap here in The UK and I am told it will fit straight into my motherboard. If I do I will buy a cooler at the same time.
Thanks for your advice
