I've noticed a dip in game performance recently and I was originally thinking it was my gpu. However considering my 1080 ti was sitting a comfortable 60 C at all times and barely going over 30 percent usage I assumed it was my cpu, Turns out my cpu is running far bellow what it should be running. In cpu -z it was at a constant 3000 in the Multi Tread bench while its younger counterpart has an average of 3100. I thought maybe it was thermal throttling but on gpu-z the temp never went over 62 C and was still running poorly. I then checked my ram speed which I had forgot to turn on xmp. (oops) However even after enabling xmp it just got worse somehow. Is there something wrong with my motherboard???

Solution
may have to do with your config. pls listed your motherboard /other peripherals?
if you're on an X370 board or lower, there's not much performance to gain from the CPU swap - it may affect your RAM clock etc since the hardware change may have caused setting to default.

or you may have a sub-optimal bios on your motherboard
