No. Your temperatures are fine since they are In the 60c range. Under 80c is best but your CPU won't throttle and slow down till 95c is reached

Aida 64 tests all of the processor's cores. 3.7ghz all core is perfectly normal behavior when all cores are stressed. The AMD Ryzen 5 2600 will only turbo to 3.9ghz if only one core is stressed.

If you want 3.9ghz on all cores it is a pretty simple overclock.
Toms hardware actually got 4.2GHZ on all cores at 1.4v. Not sure if your cooler can do this tho.

95c is shutdown temperature, 72 -75c is when some throttling may occur, 62c is when XFR reacts and attempts to spread load to other cores.
BTW, Use HW Info for more and more accurate temps and other data on Ryzen. Aida doesn't seem to put enough load on CPU, use CB r20. 3D mark or Ptest by Passmark.

Where did you get this information? Seems that it would be best to keep your cpu below 62c. I'm also on the 2600@stock and find it best for cpb to reduce the min frequency in windows power manager to 50%. This gives it more headroom to boost a single core to 3.9ghz and the min frequency is still a reasonable 2.8ghz.

It's well known info since first Ryzen, not aware that anything changed also easy to see under bechmarks. May vary a degree or two up and down by silicone lottery.
It's not like core parking, reaction on load is instant, no hiccups from minimum to maximum frequency. No reason not to let it drop as much as it can.
