I can overclock and underclock but it seems to just not want to go over 3.6. ryzen master indicates that EDC limit is almost 100% could that be the issue?

Task manager

Ryzen Master

Feel free to ask questions i am determined to solve this issue

What is your motherboard model?

What is your CPU cooler model?

Have you tried enabling PBO, because in your Ryzen master screenshot it looks to me like it is set to Auto, rather than PBO enabled. I would try enabling it in the BIOS.

What is your current motherboard BIOS version?

This may well be a limit of your motherboard chipset as not every Ryzen chipset is capable of some configurations that are possible if you have an X chipset board.

If you haven't already, you might also give this a read as a primer.

Motherboards based on the A320 chipset do not support PBO so this is not something you will be able to do. If you want to be able to reach advertised boosted speeds, you will need a better board. With that one you will only be able to reach standard boost speeds, which you already are.
