Specs:
GPU: EVGA Geforce GTX 1070
CPU: Ryzen 5 2600x
MOBO: Gigabyte AB350 Gaming 3 Motherboard
RAM: Corsair Vengeance DDR4 2666

My issue here is when I try to stream or just play in general sometimes my game crashes. I ran task manager while the games were open to see what was being used up the most and it was the CPU which would be at 85-100% usage running games like Rainbow 6 Siege, Warframe, League of Legends, and Apex Legends. Idle with my usual programs running in the background my CPU sits at 15-20%. I feel with the parts I have I am more than able to run these games and stream them at the same time. I could stream better with my ryzen 1500x and my 1050ti. Now I don't know what the issue is. PLEASE HELP.

Solution
Look to see what is using your processor when you think it is at idle.
Possibly windows is checking to see if you need updates.
Possibly you have some malware.

When you went to a stronger graphics card, it allowed the processor to work harder generating higher frame rates.
That would have increased the cpu load for both gaming and streaming.
