Question Ryzen 5 2600x vs Ryzen 7 2800x

For a gaming rig will the Ryzen 7 have a noticeable upper hand or will the 12 threads be just as wholesome as the 16 ?

If it's just for gaming then the Ryzen 5-2600x has excellent price/performance and is also Overclockable. Mileage will ofc depend on your sample, cooling system and Bios capability. The extra Cores will not make a difference in gaming.
If your intention is for massive multi tasking, video editing large files and rendering 3D then the 2700x is the best CPU atm.

Awesome, I want to do the Ryzen 5 2600x as a upgrade from my current i5 4690k. Is that a good step up? Because I can get the 2600x for like $169 and pair it with a Asus - Prime X470-Pro ATX AM4 Motherboard .

2600X is a very good choice, it is almost just as fast as the 2700X in most games...
