Dont flap about temps, you are using the stock cooler... Ryzen 5 3600 stays at 4200mhz same as mine (something to do with system monitoring apps), it gets hot, ambient temp is stupid atm here in the uk. get some air flowing in the case, i have 6 fans in mine and im getting to about 72 with the crappy stock cooler, i also used the noctua compound what i got with my cooler (waiting for the am4 socket to be sent to me)

Just curious what ram speeds are you using, i use 3200mhz but is only running at 2400mhz, when i use the xmp the cpu dont boost.

Yes, will changing it lower boost, will it still boost when needed?
Window high performance setting keeps your cpu ready at its high state ready for anything. So there is no spin up time to wait for. Thus the idle temps will be higher because it is idling at it's high setting. It will still boost as needed, high performance changes other settings too like higher cooling state etc.
