just the voltage to 1.4v

That seems remarkably good for the stock cooler.

It might be boosting that high but on stock cooling a 3600 would be a furnace at a fixed 4.3Ghz...64c is highly unlikely

I'm thinking about trying 4.3GHz with the Cooler Master Hyper 212 RGB Black Edition I've got on it.
