[SOLVED] Ryzen 9 3950X won't allow over 520MHz on all cores on MSI B550 Gaming Edge Wifi

I have had all sorts of issues lately, with multiple reinstalls of Windows 11 and BSODs caused by what I finally realized was Secure boot not letting winload.efi from working. Now that I have it up and running again, I have found that everything is extremely slow and my 3950X is stuck at 0.52 GHz on all cores. I have tried everything from clearing CMOS to updating to the latest BIOS of my MSI Gaming Edge Wifi Mobo. The ONLY thing that helps is, once Windows ever so slowly loads to desktop, I have to open Ryzen Master and disable "prochot" , which lets it go to its set clock speed. If it's not set to "manual" and is on "default" or "Precision Boost Overdrive", it will run at 520 MHz. Is there something in the MSI BIOS that I can set to fix this? I already tried disabling C States and setting it to "Typical Current" under the CBB section, to no avail. It even loads into BIOS extremely slowly and once yesterday,it didn't load properly and partially was in Japanese. Not sure what's up with that. I am hoping it's not a CPU problem and more a BIOS issue but updating the BIOS, which of course flashes a new version, should have fixed that right? Is there anything I can do besides disabling "prochot" every time I reboot? Would maybe flashing BIOS again be advised?

I think, if it were me, I'd RMA the motherboard. It might be worth trying a couple of other things first though.

One, I'd make sure the CPU cooler is evenly tightened all the way around with no one spot tighter than any other so the CPU isn't getting "cocked" in the socket, which can cause all sorts of mystery ghost problems AND that it isn't simply overtightened. As well, removing the cooler and CPU and double checking that there are no bent pins at all might not be the worst idea either. Also that there are no loose screws or standoffs in the wrong place between the motherboard and motherboard tray portion of the case.

If all of that is good, I'd try disconnecting all drives except the OS drive, and if the problem still continues...
And you should be able to directly contact Amazon to straighten out the 2FA thing. They can send an email to your address on record to verify so long as you are able to access whatever email address you used when you created your Amazon account. That would make a lot more sense than having to buy another board OR in addition to buying another board so you could get your current one replaced.
 
Are you running two graphics cards in this system? One of which is in there only for mining?

I now have an RX 6750XT in the primary with the Vega 64 on the side. They both mine when I am not gaming,at reduced power limits/clocks but to test things,I have already trie running them both at default settings for an extended period,to see if my PSU could handle it. No issues there. As for compatibility issues,it should be fine as they are both using the same AMD drivers and it should be no different than when I was running the Vega alongside an RX 580.

As for Amazon,I know I could contact them but have not bothered with it as I am also without a phone, for the time being. For reasons I am unwilling to disclose,it is in the hands of a lawyer. I ordered another board with the help of my mother's Amazon. Once I my phone back,at some point,everything will be fine in that regard.
 
For over an hour now, I have just been mining with the Vega,running Heaven to stress the 6750XT at default and at max power limit both and watching Youtube on the other screen and no issues. I really do not think the GPUs are an issue.
 
Well, I have the X570 board in now. Everything seems fine although it sometimes stops on the VGA light, my old board used to do that too, with the Vega and RX 580. I always assumed it was because I had two completely different GPUs. Either that or it's one of my drives for some reason but they all check out in Disk Sentinel and SMART as well as dedicated apps like Samsung Magician and WD Dashboard, so IDK. This board has nowhere near as good VRM but it's not like I overclocked anyway, I just used PBO. My CPU definitely is not boosting as high in single core as it used to but it does not matter, it is good enough. It is like a 100 MHz or so difference. I hope all this is over for good lol.
